These phones differ from other mobile phones only in their billing. You need to purchase the mobile services before you actually start using these phones. There's a method in the pay-as-you-go phone in which there's a "trigger" number that you can dial from foreign locations. Then the call would be returned by your actual CSP. In this, you have to pay for the call back made by the server and the time you spent talking on that call. The service then lets you type the roaming mobile or landline number you want to call. There are some operators who let you dial a sequence-of-numbers that includes access digits for accessing the home-service with the desired roaming number following it.
Another of the most common method includes the use of CAMEL technology. CAMEL stands for Customised Application of Mobile Enhanced Logic. This method allows instant billing for home networks. This is certainly the most transparent method as you can directly dial all roaming calls just as if you would in your home country.
